The Renovations of the Summer Bay Resorts – Las Vegas Desert Club Have Begun!
With over 90% of our members executingdeed exchange documents, the first step in our resort relocation process is underway! Later this year, it will culminate in us abandoning our current 489 room resort, consisting of forty- and fifty-year-old renovated apartment complexes, and relocating to our new beautifully landscaped and gated 648 unit condominium complex renovated to RCI Gold Crown standards! The Desert Club renovations will take place throughout 2008 with occupancy beginning at the Desert Club in phases beginning in August 2008 and culminating in a Grand Opening in November 2008! Please be aware that during 2008, there will be significant construction throughout the resort neighborhood which may include periodic road closures, dust and noise which could impact your overall vacation experience. Your Board asks for your patience as we complete an amazing, unprecedented and award winning process that will benefit the entire membership for many years to come! Later this year, each of you that have executed deed exchange documents will receive a new ownership package which includes (for paidin- full owners) your new deed to your Summer Bay Resorts – Las Vegas Desert Club timeshare. For those owners still paying a mortgage, your lender will receive your new deed until such time you are paid-in-full. Although we have a lot of work to complete this year, it is certainly a time worthy of celebration. We look forward to welcoming you to the new Summer Bay Resorts – Las Vegas Desert Club resort with a beautiful Clubhouse, a state of the art Sales, Service and Activity Center and industry-leading accommodations in which every suite will include a fireplace, private balcony, washer/dryer, dishwasher, Roman tub, granite countertops and an exquisite furniture and amenities package.
A Monumental Task

We are on the brink of a new beginning...all of us! As we approach the time of the big “move,” it is more important than ever that we, as Owners, be more cognizant of the group of people who will make it all happen; namely, our managers and employees. The popularity of Summer Bay Resort – Las Vegas Desert Club is growing everyday for one simple reason: our people. Our employees are dedicated staff members who try and make our stays at the Resort the best they can be. They are hardworking and industrious workers who often times go beyond the task at hand. In yr. 2008 they will be asked to extend themselves even farther. They will have to make extra efforts to - not only maintain the current Resort location but also - move and set up our new location - the Desert Club. This will require many extra hours of dedication to both physical and mental work. Therefore, I am asking each and every Owner who plans to visit Las Vegas this year to be patient and understand that there will be difficult moments during these crucial months of Resort operation. It will be well worth it! Our management and its employees have your best interests in their foremost thoughts. Let us show support by acknowledging how much we appreciate them and their ongoing efforts by swapping out the “benefit of the doubt” for a patient smile of understanding and big thank you. Remember the old saying: “Many hand will make light work.” We all want our move to the new location to be done expediently and safely. Association Annual Meeting / Election of Directors
The Annual Meeting of the Members of the Las Vegas Resort Owners Association has been set for Saturday, June 21, 2008 at 10:00 AM at 100 Winnick Avenue Las Vegas, Nevada 89109. A formal notice of the meeting will be sent out in mid-April along with ballots for the election of four (4) Board of Directors. Any member interested in seeking a seat on the Board of Directors should submit a biography to the Secretary by March 31st to be included on the ballot. The Board of Directors for the Association consists of eleven (11) members. Eight (8) are owners and three (3) are representatives of the developer, Summer Bay Resorts. The Board terms are two years. Each year four board seats open for election. The Board has a minimum of four (4) meetings annually. Board Members are reimbursed for applicable and valid travel costs and per diem for each meeting.

RCI - Resort Condominiums International Update
RCI Points Program Changes Effective October 1, 2007: There has been a significant beneficial change for our owners effective October 1, 2007! Under the new rules, our Summer Bay Las Vegas owners affiliated with the RCI Points program may stay at their home-based resort without paying RCI transaction fees! These fees previously were as high as $99 per stay but are now waived for home-based resort stays when booking within the parameters of your contract. Owners are still required to pay an exchange fee to travel to other locations. RCI Points program transaction fees for exchanges are $109 for six- and $124 for seven- or more night stays. The annual dues are $124.
RCI Weeks Program: There is a clarification of the “Basic Reservation Guidelines” information sheet included with your 2008 Annual Assessment. Only owners that belong to the RCI Weeks or Points programs may carry forward their weeks for use in the future year. RCI Weeks Spacebanking: Owners who belong to the RCI Weeks program must deposit their weeks into the RCI Spacebank on or before the following deadlines: Season 1: November 1st of the prior year; Season 2: February 1st of the current year; Season 3: May 1st of the current year; Season 4 August 1st of the current year. If you do not meet these deadlines, you must then use your week at your home resort within the calendar year. The RCI Weeks exchange fees are $164 domestic and $199 international.

Timeshare Resale
Association Member Distress Program
The Association has consistently advised owners that were considering reselling their timeshare to be wary of some of the timeshare resale companies. Many companies will ask for “listing fees” or “appraisal fees” in advance and, although they may perform these functions, their success rate is very low. The most reputable companies will negotiate a percentage of the sale as in regular real estate.
The Las Vegas Resort Owners Association implemented a Member Distress Program in 2005. This is not designed as a resale program and is not designed for profit for the owner or the Association. As its title implies, it has been received very well by paidin- full owners looking to relinquish any further ownership or assessment fee liability on their timeshare. The Association, in turn, will turnover the timeshare to a developer / broker for sale. This has enabled the Association to maintain their delinquency at its lowest level in 20 years! Season 5 Owners:
For those of you who owned within target season 5 (January only), your HOA Board of Directors has given you two additional months to have priority for booking your reservations at Summer Bay Resorts – Las Vegas Desert Club. The HOA Board voted in June 2007 to convert target season 5 ownership to target season 4 (January plus November and December). You will still have the same reservation priority you previously had, plus two additional months for you to use priority reservations for your ummer Bay Resorts – Las Vegas Desert Club vacations.
